Don't think he's ideologically motivated. And even if he is, the last American who tried to defect was turned away. Unfortunately I think he's going to also be turned away. But no one can really say for sure yet.
I think the prudent thing for the DPRK to do is to send him on his way to China. It is nice to imagine the DPRK taking in a defector but realistically they have to look out for their own security as there is always a risk that this could be an imperialist plot to try and smuggle in a spy or saboteur pretending to be a defector while employing the media to help them play up this story. Of course Pyongyang could have him put under 24/7 surveillance for the next few years but that is probably just too much effort for what would essentially be an act of charity, since there is nothing for them to gain out of this but maybe a bit of good PR with a very small number of people who are already sympathetic.
