  • A July 9 ICE memo from acting Director Todd Lyons lets ICE deport non-citizens to third countries where they have no ties and without credible guarantees against torture or persecution.

  • In “exigent circumstances,” removals can occur in as little as six hours.

  • Under normal procedures, ICE must:

    • Provide a 24-hour removal notice in the individual’s language.
    • Specify the intended third country.
    • Wait at least one day before deportation.
  • If a destination country provides “credible” diplomatic assurances against torture, ICE may bypass all other safeguards.

  • Critics say the policy violates statutory and constitutional protections, relies on secret assurances, and leaves migrants too little time to find counsel.

  • The administration claims it has negotiated multiple “safe third country” agreements to speed up removals of criminal aliens.

Government sanctioned human trafficking at this point if they are "negotiating agreements" without revealing the details to the public. It's great that the abuse of power for inserting perpetual "acting [insert high position here]" was never resolved. Easier to get yes men to follow those orders.
