There are multiple other languages available. And even if the Wikipedia is hosted by an american foundation, it's released under a free licence and written by collaborators all over the world. So there is kind of no need for a non-american version?

The Wikipedia is doing fine.
If you speak a language other than English, your language's Wikipedia likely already qualifies. e.g. the German Wikipedia is run by Wikimedia e.V., which is a nonprofit club/association based in Germany.
Also, you can download Wikipedia, legally and for free (if you have the storage space; there are separate downloads without most of the non-text media to cut down on size).
Wikipedia is as American as Linux.
You surely mean Wikipedia is as US-American as the Linux kernel is Finnish, right? :p
