I’ve only ever seen wind farms in super right wing states. Seems like supporting wind farms would be good for his base.

They're definitely not only in red states, CA has a ton, for example. They're certainly overrepresented among red states though, because the wind blows hard on the plains

They are often in red areas of blue states as well, simply from a population density perspective. You don't put large turbines in cities, it would be unsafe (all turbines need to have a certain distance from other structures including other turbines in case they fall over or launch ice from their blades or something).
