Let's be real about this:

It wouldn't have made any difference how much earlier the US had informed Russia, or how much specific information was shared, details about the expected threat or the sources it came from. Russia's response would have been the same, they would have dismissed it all the same.

Recriminations are pointless if the outcome would be no different, it's just moralizing.

I stay with "fear of exposing intelligence". There is no need to fear something that does not exist
