It has been estimated that North Korea is earning approximately 730 billion South Korean won (about USD 525.6 million) annually by dispatching around 15,000 troops to Russia.

On May 30, the North Korea-focused media outlet Daily NK, citing a high-level source inside the country, reported that North Korea is believed to be generating monthly revenue of USD 43.8 million (approximately 60 billion KRW) in return for the deployment, amounting to over USD 525 million annually.

According to an agreement with the Russian side, deployed personnel receive monthly salaries based on rank: about USD 5,000 for commanders, USD 3,500 for technical specialists, USD 3,000 for non-commissioned officers, and USD 2,800 for regular soldiers.

South Korea’s National Intelligence Service has assessed that North Korea has sent a total of 15,000 troops to Russia. Of these, approximately 2% are commanders, 8% are technical personnel, 10% are NCOs, and the remaining 80% are regular soldiers. Based on this composition, it is estimated that North Korea is earning USD 43.8 million per month from this arrangement.

Additionally, North Korea is reportedly receiving condolence payments of between USD 6,000 and 10,000 per soldier killed in combat from the Russian side.

The source noted that most of the revenue is not paid in cash but settled in-kind—through commodities such as petroleum, diesel, flour, industrial parts, and military technology. While some payments were initially made in U.S. dollars, they are now largely provided in rubles, Chinese yuan, or exchangeable strategic goods.

The source added, “The regime (North Korean authorities) effectively places a monetary value of just a few thousand dollars on the life of a soldier, and even the condolence payments for fallen soldiers are counted as part of the national budget.” Nonetheless, the government reportedly offers benefits to the families of the deceased, such as recognition as ‘persons of national merit,’ priority access to food rations, and reassignment of housing as part of a broader consolation strategy.
