Trump is negotiating with himself because China refuses to. It's pretty sad.

We've all been there. Walking around the UN for hours and no one wants to negotiate with you, so you end up going to the secret bathroom and negotiate with yourself. It may not be the same as negotiating with someone else, but at least it produces results and has a quick resolution.
