So does the 13M come from taxes or an tax-funded insurance policy? Did the premium just go up?

Pretty sure a city as large as NYC insures itself. Either way the taxpayers are paying for it. You can see all the settlement information in spreadsheet format here: https://www.nyc.gov/site/law/public-resources/nyc-administrative-code-7-114.page
