They would frame or fallguy someone if they couldn't find the culprit. Too dangerous to let us think we can rise up and overthrow our oppressors. Then flood gates would open.

I think the message is to future Luigis is that 'even if we don't get YOU, we will get someone and YOU are responsible for their fate!'

They are probably going to rely on the fact that CEO killers aren't your run of the mill cold blooded killer who doesn't give a fuck about anyone. They know that they would not want others harmed by their actions.
