I think that would just make it more difficult for the UN. If only one side of a war agrees to ditch a weapon, that side is fighting with a handicap. Russia has already brought back weapons and tactics that were supposed to be banned, they won't agree to ditch robots. Especially not when they're running out of bodies for the meatgrinder.
