Harvard says the administration's move is unlawful.

And most likely, it is.

However, for a foreign student to enter the US currently to study (presumably for several years) does kind of feel like jumping onto a hovercraft crewed by eels.

If I was a foreign student, I would not be looking at U.S. schools.

Which is the exact intention here... The chilling effect. Whether or not it holds up in court isn't as important as making our country an undesirable place (in this case, for the most intelligent students in the world) to come to.

Really smart, long term thinking there.
