Yeah I think the fact it's another prequel book shows how hard it is to do more with the story. The fundamentals don't change.
Well, the ending of the third book changed a lof in the world. A sequel could be interesting, but unless everything goes to shit the world would go to something we could consider normal, a world without the hunger games. This mostly leaves prequels, so far they were all tied in some way to the hunger games, but there are more prequel options like something during the first revolution.
