homicide rate generally means normalized for population, so something like "1.2 homicides per 100,000 people" so the larger population doesn't usually come into play. That said, I didn't actually look up the numbers.

No, if Arkansas had more total homicides than California that would be muuuuch worse for Arkansas given the population difference.
