New railway "bavovna" is always welcome, but no way the repair will take a few weeks. Those are rails. Push the damaged cisterns aside, wait for a rail-layer train... tomorrow evening all will be fixed. Unless you have some spare bomb left for a rail-layer :)
I guarantee they are waiting for the rail layer now. Can't be many of those in that shithole country.
Railroad is one of the few things Russia can do effectively.

A rail layer is, what, half a kilometer? A full kilometer long? They take a lot of planning to move and you are not going to have many of them. Even Russia.
Unfortunately you don't need a rail layer to repair that and it would be too valuable to bring that sort of machine to the front
Assuming you can get track and such parts. The right ones are not always available fast - but otherwise yes put the fire out and repair in hours.
