in what scenario(s) would someone want to run this? the only non-grouphug one I can think of is when you have a way to punish free casts (Vexing Bauble springs to mind) in play; but even then, it hits you as well and they could just not cast their spell for free. Six mana draw seven is still OK, I guess lol

I have no clue when you'd play this. I probably wouldn't, but maybe it can work in commander like you mentioned.

Perhaps on a Dimir mill deck, after playing something like Doomsday Excrutiator so you don't mill yourself?...
