I think I somewhat get it but tbh that flew past my head, sorry.
Well the owner of lemmy-federate isn't going to add piefed onto lemmy-federate if piefed has defederated from their instance

Of course not. I made this change to make the whole fediverse compatible with Lemmy Federate, not just Piefed.
