This article is telling BS.
It's not Chrome's Java engine (l don't even know if there is any...), but Javascript and WebAssembly.
That's a huge difference, those two are used everywhere, and that's the actual reason why basically everyone is potentially in danger!
Also, quick reminder:
Using an Adblocker is a security feature, as it already blocks most of the questionable domains.
Additional white-listing script blocker increases that active security.
And another reminder: Chrome is not the best basis for these. Firefox generally rules again nowadays...
Good thing v140 completly disables manifest v2
From Chrome user perspective: no.
From Firefox perspective: yes.
