Which makes sense.

Data networks are critical infrastructure for any state.

Civilians, businesses, and the military, all depend on them.

If you have domestic capacity to produce those products, why would you import them?

Now I understand why American firms would want to, because the bottom line rules all. Which is why the American government was also right to ban, or limit, Chinese telecom hardware, from a pure national security perspective.

Just as China would be right to do the same, given that they have the domestic manufacturing base to provide comparable domestic capabilities.
