More history to it than that - the Russo-Japanese War back in 1904-5.
Russia, at the time, was big on pushing antisemitic conspiracy theories. The classic "Jews rule the world" nonsense. When Russia started a fight with Japan, many Jewish Westerners, understandably not fond of the extremely antisemitic Russia, vocally took Japan's side, including one wealthy Jewish-American banker by the name of Jacob Schiff, who lent the equivalent of several billion dollars to Japan, despite Japan being seen as the 'underdog' in the war. Japan would go on to win the war, in part due to the financial support offered.
Thus, Japan's main introduction to antisemitism wasn't "The Jews run the world, and this is bad", but "The Jews run the world, and this is based." Antisemitism would become more prominent during their alliance with Nazi Germany, but never took hold in Japan the way it did in other Nazi allies, and Japan refused to make antisemitism part of its official policy, despite repeated Nazi requests for them to do so.
That being said, the Japanese Empire had its own variety of horrific racial pseudoscience and repulsive atrocities it perpetuated - just not so much on the Jews.
