You kill their will to fight on - they give up because peace at your terms mean they are more likely to live.
Note that the above is proven false in the real world. Civilians typically see this as proof you are evil and so it is more important to fight on to win. However Russia still thinks the former anyway.

It would work for Russians. They are different. They assume everyone's evil anyway, so that part does not affect them. They would just "choose the least evil" to live with β no question. This also applies to Putin. He cannot fathom why anyone would choose differently because he cannot fathom someone being not evil.

It would work for Russians. If the Russia was bombed that way, it would capitulate. That's how most people in that nation are.
Putin seems to really think that Ukrainians and Russians are the same, so he really assumes this will have the effect it would have on his own people and him.
He has successfully ruled his country this way and cannot fathom why it "still" hasn't brought the expected result.
