I’d rather refuse until I got fired. Maybe take it to court and at least expose everyone regardless of the outcome.

This sounds like a good person in a shitty, shitty situation.
Always ask for request like those in an email. boss told you to do something wrong/illegal? sure thing boss, send me the specifics in an email and I will get right to it.
either they are stupid enough to put it in writing, allowing you to win whatever lawsuit that will come as you get fired for refusing illegal instructions. or they are smart enough to leave you alone.
