These kinds of things tend not to happen until people are starving and have nothing left to lose.
and even then, it's not sustained. At some point people will get desperate and do something, but it's likely going to be petty theft to survive at an individual level; not a revolution for the masses. Many are past that point; Many believe that will never be them.
Even if people revolt out of desperation, how successful will that be? Once the masses realize they are going to die, how long would they be able to revolt for? Would they even have the time to plan out individual attacks? Do we really believe they'll march to the state or federal capital, and not just break into a nearby house? Would the average USA citizen even think to do that?
In the USA, we have people on the brink of death. I've seen people who broke the law to survive. Every instance I can recall, they took the path of least resistance: stealing from their neighbor, not their oppressors.
