What's with the cut right before he fires?
I slowed down the video to inspect it and it is pretty clearly gun recoil.

Ah yes, someone downvoted a comment that points out an inconsistency which would undoubtedly be leveraged by opposition to claim the video is fake or otherwise impassable as an objective display of events.

I still think it looks weird. The Ice-person moves quite a bit from one frame to the next.
All frames look very consistent to me. The only frame which has "teleport" like movement is when the gun recoil happens but this is natural because it is so fast. It also showcases the force of the projectile used against the peacful protester.
