So then MN can continue with the investigation, as they had intended, and was appropriate in the first place.
They always could press their own charges.
By publicly admitting that the FBI isn't investigating then the federal government loses the ability to claim 'ongoing investigation' when the State asks a judge to force the evidence to be handed over.
They have his name, and video from every angle. It's pretty much all the evidence they need.
