Start our own tow company for these guys. I hear there’s money in it anyway.

I'm not a lawyer, but I'm pretty sure you could set up a registered non-profit ("Cycle Lane Awareness and Promotion"), and have that charity set up & own a towing company ("Cycle Lane Towing Co."). Then have the articles of incorporation of Cycle Lane Towing Co. specify that all profits go to Cycle Lane Awareness, which in turn spends them on ... cycle lane awareness and promotion.

Then make an app + mobile Website for cyclists to report parking like this with a few taps / clicks ...

No no no. You've got the spirit, but the wrong idea.

You start the tow company, and also get one of those car compactor things. The kind that takes full size cars, and compacts them to itty bitty squares that will fit in your other car's backseat.
