that is not happening either. USA will sooner fully collapse than send its leaders to the Hague

The world since 1945 has been set up so the US doesn't have to follow any of the rules it and others have signed onto abiding by. But heaven forbid anyone else do that - because hypocrisy is a feature, not a bug.
