Probably because VPNs are used by business just as much as individuals. Their purpose is to create a secure tunnel between two endpoints. That's it.

They were not invented to subvert censorship or hide the origin of packets or even to protect privacy. They are a perfectly normal and legitimate thing that's often necessary.

Banning VPNs demonstrates complete ignorance of the technology. Because anyone who understands how they work and how they're used will know that banning them is a really bad idea.
