Sigh. An administration both evil and incompetent. I swear, the U.S. has had such bad luck with its recent government you'd think we'd built the nation on an ancient Indian burial ground or something…
Jar Jar is a fine diplomat in universe. JD is unironically worse than Jar Jar is in canon.

With Jar Jar there's an interview soon after the first prequel where he heavily implies and says Jar Jar will be important
Implying "Jar Jar will be important" is not the same as declaring him a Sith lord.
He was important, because he nominated Palpatine to be chancellor. He was key to the plot, unbeknownst to himself. That's because he was silly and gullible, not evil...
