Its because of how airflow works, essentially you could make less fresh air hit the components and just run around in the case if you have too many. It is very case dependent but more often than not you do not want all fan slots occupied 😊
Edit check out GamersNexus for more info on that. Its kind of a meme at this point but they do have a lot of good build tips 👍
