He emphasized that the tension with Washington is an “historical trend” likely to persist beyond the term of US President Donald Trump. “We must be a little more self-confident and propose our own agenda,” Macron stated, urging European nations to act with greater unity to protect their own interests.

This is because France is a flawed democracy.
Just to be clear, France president is elected through a two round voting system. Macron (and billionaire friends) pushed the far-right forward, to be him vs fash on the second round, making it easy to win. Macron had less than 30% of support from voters (with 1/2 the population not voting), in an approximate split in thirds: neolibs / radical left / fascists.
