Putting Grant at the bottom is always a dog whistle. It's lost cause propaganda. Straight up KKK shit.
Dog whistles are so 2015, the last decade has been just plain whistles. And the occasional boat horn

That is literally saying reconstruction was worse than the civil war itself.
