There is a difference in cultural upbringing and plain abuse

Duro g the last FIFA world cup, Japanese fans cleaned up their part of the stadium, it doesn't surprise me that kids learning that on schools there is a thing. Cleaning is not punishment

Abuse is in the details. Given the "attack a fellow student" line I think they've lost the benefit of the doubt.
