Or it's a great psyop - it doesn't even need anyone to try this but if it gets in front of the right eyes it'll sow seeds of mistrust in the eyes of many ice agents anytime they see someone they don't recognize in their ranks. If it gets them looking at each other with suspicion, then it only takes a couple of fragile egos to start a fight.
