What an utter waste of public services.

This is a textbook argument for just sticking this type of bonehead in the stocks overnight. Imagine the current supply of lettuces available to be launched at them!

Pillories. Stocks attach to your ankles and would let them lie down. The thing you are likely thinking of that secures the neck and wrists is a pillory.
