Naw, it's nothing like that, thankfully. Everything I listed there is in the game in some manner or another, but some of them I've taken a hair of creative license with.

For that one in particular, Khajiit are playable cat-people, and many NPCs are also Khajiit.

In a town called Pelagiad, there exists A Khajiiti NPC named Ahnassi. She has a short quest line for a male Nerevarine and is notable for being (as far as I know) the only technically "romanceable" NPC in the game, though it doesn't go into any particular detail.

This quest line does also lead into the "robbing the government" bit though, which is fun.
