During early access the devs encourage people to refund if they don’t like it.

I'm not 100% sure but I think this was referring only to the play tests and then refunding the pre-order. When it enters EA I think Steam's normal refund rules will apply, i.e. less than 2 hours played and within 14 days of purchase.
