Frankly, that whole tax should be 0%. It's one of the stupidest taxes that exists. I don't know what it's designed to do, but what it does do is completely needlessly kill the housing markets, which has bad outcomes for the rich and the poor. Especially shitty it is for those people who lose their jobs in one area and have to move to another.

Raise the income/capital gains taxes and/or make more cuts to compensate. Fuck, even loan is better than that tax.
