What movement towards legislation?

I am guessing they are talking about SBoM (Software Bill of Materials) type things.

But overall (as a mostly non-programmer), I am not convinced either. The warplanes analogy makes no sense to me. As far as I can see, Rust is more like seatbelts in a car.
