Maybe whelmed is just the regular state of being: when expectations are lived up to, but not exceeded?
Fun fact, “whelm” actually means the same thing as “overwhelmed,” they both mean to be covered over (as in by the sea.)
And I just learned that "underwhelm" first appeared in the 1950s? https://en.m.wiktionary.org/wiki/underwhelm
