Finally switching to apple after years of android. Im coming off from my Samsung S21+, I guess one of the downgrades is probably the 60hz refresh rate but other than that I dont see any. Should I get the 15 plus or go for last year's pro model?

Good thing that you “just switched”. You can return it and get an android. To each their own
