It's a thing. I haven't figured out why, I think because they're federal and they think they're state nationals.
Any sort of code or serial number triggers religious delusions about the mark of the beast in some people
Someone explain that states only have residents rather than citizens.
I mentioned in a separate comment, but zip code 00000 is reserved for international uses. Like credit cards at least. Not sure how that plays out for employment though.
