Also, the Justice Leage analogue has tried before but the kid hero doesn't follow any of their advice. So they employ the villain to keep him in check because he's the only one the kid actually listens to because of his obsession with having a nemesis.

Midway through this I realized I was kind of describing the Harley Quinn episode where Damien Wayne gets obssessed with having Harley as his nemesis.
