I PMed OP directly with other information.

For everyone else, the link to create a community seems to have been removed for some reason.

It should be in the "Trending communities" section in the sidebar.

It was removed to mitigate the recent attacks on lemmy instances.

The latest post from the admin said that things were back to normal now though.

Last post I saw was this one, and that was still VERY MUCH in the middle of incident response.

It was maybe 2-4 hours ago (I was at work) I started to see federation start to pick up again.

The page is still up though. I haven't tested it but hopefully what they're doing is working.
