Cats can be trained just like dogs. Most people just prefer them to be feral lil monsters so they never do. iirc they are especially good at sniffing out dead bodies and animal parts which is pretty useful for cops.
Indeed, but it didn't stop them from trying to use cats. Thankfully it failed spectacularly while costing a certain 3 letter agency many millions of dollars in the 60s.
Give the cat a badge and see what portal opens.

there are no rules against forcing cops out or cats in if they're already on the "wrong" side
