I hope he sues and gets a fat check from it.
The article is not clear. Was he held by ICE or held at the request of ICE (like it says).
So it sounds like ICE was using state resources and officers to hold him but he was freed because of a state judges rule?
This doesn't sound so much like ICE/feds giving up. But them testing which state resources and judges will play ball and who needs to be "removed".

So how does tourism work now? Is there a state office for immigration?
[defined] illegal entry as occurring when an “unauthorized” alien of at least 18 years of age “knowingly enters or attempts to enter” the state after eluding immigration inspection. The crime is designated as a first-degree misdemeanor subjecting the alien to a mandatory minimum prison sentence of nine months upon conviction.
Basically tourist are fine.
But let's not kid ourselves here. Florida was always going to use this law for the lower half of the Family Guy skin chart.

Which is just a word for a brown person or a white person with a brown enough sounding name like "Lopez" or "Muhammad"

This was intended as their test of birthright citizenship, which they have criticized since before the election.
