I used to race back in the 80s and many people double wrapped their bars. Found an example of it but not my pic.

I haven't had (enough) coffee and I'm really not wrapping my head around how you do this
It's more complex looking result than the actual technique. It sort of looks like 4 starts, 2 red, 2 white and becomes a maypole wrap. Less starts than this image, and tape being closer width to pole.

I think the colours will look good together. I have a set of panaracer paselas on my vintage road bike that I like! And they should match the brooks honey saddle. Are you sure 32s will fit with fenders?
For the saddle, if you get bored of the Brooks look, Gilles Berthoud has a couple of fun leather saddles that work well with classic road bikes. For the bar tapes, check out Leh Cycling goods. Their woven leather bar tape are real head-turners, but putting them on is likely going to be the hardest thing in this whole build.
