They went to the town charter to find out who had authority over whom in a time of crisis, the chief of police or the mayor, but they discover the chief it's to recive a pig every month and the mayor ''two cummly lasses of virtue true'' and they fight over the charter due to these supposed perks and end up tearing it and therefore not having proof for either. But I think the overall joke is that in a time of crisis they fight eachother over semantics instead of doing anything useful.
