KDE’s site has a library of custom icon themes iirc, that would be a good place to start getting people to see it. If you wanted to post some examples of your theme here that’d also be cool imo, lemmy is full of Linux users and if your pics are compelling I could see it getting a good amount of attention. Developers do not look for reports on social media, so they will not see it and all it does is clutter up the feed.
Posting it on lemmy and r/kde on reddit, putting it on store.kde.org and maybe emailing sites like omgubuntu might be a good start.

Does it include scalable icons? Do they support Plasma's automatic color schemes, which allow a single icon file's colors to adapt to both dark and light desktop themes?

They are all svg files, all with proper plasma theming. Well some, I will have a standard and coloured versions.
