If foaming is the point, then I can confirm soy protein and caustic soda will foam like a motherfucker.
Unless it's a chemical or metal fire, water is a tried and true fire extinguishing material that is acceptably toxic. It won't harm you, but everyone who's ever come into contact with water has died, or will die in the future.
I've heard that if you go into water for long enough you can die. Someone else can help ofcourse. But you can also drop into it really fast and die, or drink it thru the wrong pipes and die.
No
