What always seems wild to me is, it's not even supposed to be a promise not murder literally everyone except one family so he can watch them make freaky incest babies again. It's a promise that he won't murder literally everyone, in exactly that way, again. Like an abusive ex who wants to keep their options open. "Look, come back to me and I won't kick you in the stomach anymore (but I'll punch you straight in your face)"
